About the BCMB

The Beverage Container Management Board (BCMB) is the regulatory authority for beverage container recycling in Alberta. Established as a management board under Alberta’s Environmental Protection and Enhancement Act (EPEA), the BCMB is also a not-for-profit organization. The BCMB leads the development of policy and programs that enables the collection and recycling of beverage containers within Alberta.

About the position

The BCMB is currently looking for one (1) temporary Management of Governance for an approximate 12 to 15-month period to join our Edmonton-based team. Salary within the advertised range will be based on experience and qualifications.

The Manager of Governance works closely with the President, the Board of Directors and the Director of Communications to achieve the BCMB’s organizational goals. This position coordinates and administers activities related to the Board of Directors and the President, including Board and industry committees. Key responsibilities include Board administration, governance oversight and management, event planning, and research, report, and presentation preparation. The Manager of Governance works with the Director of Communications to execute internal and external communications strategies and projects. In addition, this position provides direct assistance to the President as required and supports staff directors with the organization of action items, statistical reporting, and access to and organization of information.

This position operates in a flexible work arrangement as a combination of remote and in-office work environments.

Overview of Duties and Responsibilities:

A. President Support

  • Preparation of briefing notes for review,
  • Drafting and coordinating by-law and policy amendments,
  • Organize and disseminate information and tracking data,
  • Schedule meetings with various internal and external stakeholders,
  • Prepare meeting agendas, and
  • Manage and maintain multiple calendars, deadlines, action items and workflows.

B. Board, Committee and Industry Support

  • Review and maintain the Board Governance Manual and bring forward recommendations to establish better governance (as required),
  • Administer Board Governance on behalf of the President and track/report findings on acknowledgements, survey results and evaluations, Director profiles, materials and attendance,
  • Manage Board Director terms and requests for nominations from stakeholder groups.
  • Prepare and coordinate briefing notes, reports and research on topics for submission and presentation to the Board of Directors, committees, and stakeholders,
  • Schedule, coordinate and attend board and committee meetings for internal and external stakeholders,
  • Preparation of meeting materials, including agendas, information packages, meeting minutes and meeting summary reports to stakeholders,
  • Organize industry events including Annual General Meeting, Business Planning Session, multi-day events, joint stakeholder board meetings and other such events,
  • Training and cross training of new staff (as required), and
  • Act as a representative of the BCMB at external events.

C.  Communications/Access to Information

  • Communication and workflow coordination with stakeholders, legal counsel and Government of Alberta as required,
  • Work with the Director of Communications to draft notices, letters, news releases, reports, speeches, etc. and coordinate action items from the communications and education strategy.
  • Maintain the BCMB website including reviewing/creating content and updates and work with the website developer to fix issues,
  • Prepare or review, post and circulate notices to industry,
  • Maintain Handling Commission Review Records, accept and respond to submitted materials and requests for access/confidentiality of materials.

 D.  Office and Project Support

  • Participate on internal and industry-wide working committees (as required),
  • Draft or review Standard Operating Procedures (SOPs),
  • Respond to telephone or email inquiries, field calls, takes messages and delegate follow-ups as needed.

Qualifications:

The role requires a minimum of a post-secondary degree from an accredited community college or university.   The Manager of Governance would preferably have 3-5 years’ experience in providing governance and administrative support to senior management.  Equivalent combination of education and relevant work experience may be considered.


Requirements:

  • Computer proficiency, with working knowledge of Microsoft Office (Word, Excel, Access, Outlook, and PowerPoint) and Internet Web Browser.
  • Understanding of by-law and regulatory policy development.
  • Excellent written and verbal communication skills.
  • Excellent attention to detail.
  • Ability to work with deadlines with minimal supervision and in a decisive manner.
  • Ability to work proactively and within deadlines.
  • Self-motivated, with ability to work in a team environment.
  • Maintaining records and dissemination of information appropriately.
  • Experience with non-profits, boards, and communicating with multiple stakeholder groups.
  • Occasional travel is required (Valid Class 5 Operators License and reliable vehicle).

About the Position

We are seeking a self-motivated, highly organized, thorough, and dependable Level l Compliance Officer to join our Edmonton based team. This is a temporary 12 to 15-month contract position. Salary within the advertised range will be based on experience and qualifications.

 Reporting to the Manager of Compliance, the Compliance Officer is responsible for inspecting, auditing, and encouraging compliance by all depots, the Collection Service Agent (CSA), and Collection Service Provider (CSP) in accordance with the Environmental Protection and Enhancement Act (EPEA), Beverage Container Recycling Regulation (BCRR), By-laws, Policies and Procedures of the BCMB.

 Compliance Officers are designated as Inspectors under the EPEA by Alberta Environment and Protected Areas. 

 Compliance Officers are the first link to the beverage container recycling industry and as such represent the BCMB in everything they do. They are responsible for maintaining compliance through the various By-laws associated with the recycling of beverage containers. They use education, compliance fees and enforcement measures to achieve this.

 This position operates in a flexible work arrangement as a combination of remote and in-office setup. This role also requires extensive travel for in-person inspections at bottle depots and recycling facilities across Alberta.

Overview of Duties & Responsibilities

  • Creation of Policy and By-law: As a member of the Compliance team, you will be expected to participate in the review, improvement and creation of policy and by-law. The continuous evaluation of internal SOPs and processes is a large part of the role in order to maintain the BCMB as a world class regulator.

  • Monitor Compliance: You will conduct inspections at bottle depots and recycling plants, review audit results and ensure Permit Holders file important documentation on time. You will compare results to standards and timelines in Regulations, By-laws, policies, and SOP’s. You will report breaches and administer compliance frameworks accordingly.

  • Drafting Reports: You may be requested to prepare written reports outlining alleged contraventions, facts, evidence, conclusions, and relevant supporting documentation for the Manager of Compliance and Complaints Director within approved timelines.

  • Customer Service: Manage calls and emails from the public, including complaints and general questions, as well as communication with bottle depots and other industry partners.

  • Permits: Assist the Team with processing permit applications, answering questions and providing feedback to depots and the public, while ensuring applications are compliant with By-law.

  • Support: May be asked to assist the Manager of Compliance with investigations as required.

Qualifications

  • At minimum, a post-secondary diploma from an accredited institution in a Compliance, Investigation, Community or Economic Development, Business Administration or Environmental Studies background.
  • 2-5 years experience in compliance, enforcement, and/or a regulatory role.
  • A combination of experience and education may be considered.

Required

  • Computer proficiency, with working knowledge of Microsoft Office applications, Outlook, Microsoft Teams, Sharepoint and Internet Web Browser.
  • Excellent written and verbal communication skills.
  • Strong attention to detail, with the ability to manage high volumes of work while maintaining high standards of administrative materials.
  • Ability to work to deadlines with minimal or no supervision and in a decisive manner.
  • Self-motivated, with ability to work in a team environment.
  • Ability to interpret Regulation, By-law and policy.
  • Regular travel is a requirement of this position (Valid Class 5 Alberta Operators License and reliable vehicle).

  • Training in policy interpretation and enforcement, administration, investigations or administrative law would be an asset.
