Registering Your Company as a Manufacturer

A manufacturer* is defined in the Beverage Container Recycling Regulation as a person who manufactures a beverage and includes:

  • a person who carries on the business of filling containers with a beverage; and
  • a person who imports a beverage in a container into Alberta for the purpose of distribution or sale in Alberta.

*Distributors and retailers can be deemed a manufacturer if they conduct the business as described above.

Retailers: Prior to registering your company and beverage containers, please contact your manufacturers/distributors and ask for the beverage containers’ Alberta Registration Numbers. If the beverage containers are registered, you do not need to register them yourself. If the manufacturer/distributor does not have the beverage containers registered one of the following must occur prior to their sale:

  • the manufacturer/distributor must register their company and/or beverage containers; or
  • you must register your company and the unregistered beverage containers prior to selling and/or distributing them in Alberta.

*Please note: if you are reporting and remitting on beverage containers, you are required to have the beverage containers registered.

If your company sells and/or distributes non-alcoholic or cannabis beverage containers as well as alcoholic beverage containers, your company must register as each company type.

After completing all of the BCMB and ABCRC requirements listed below, the company will be approved as a registrant.

BCMB Requirements:

  • A SIMS Portal account
  • $60 non-refundable registration fee (fee information and payment instructions can be found in your portal account) 
  • Your Alberta Incorporation Certificate or Extra-Provincial Registration Certificate* number will be required in order to setup your portal account
  • Acceptance of the Manufacturer Agreement  (Agreement is accepted electronically within your portal account)
  • Completed BCMB requirement documentation and BCMB inquiries related to registering a company can be sent to registrations@bcmb.ab.ca 

*Please note: Out-of-province registrants are required to be registered or incorporated in Alberta to conduct business in Alberta. Potential registrants have an option to register their Corporation, Trade Name, Limited Partnership or Limited Liability Partnership in Alberta or they can choose to incorporate their business in Alberta.

Alberta Beverage Container Recycling Corporation (ABCRC) Requirements:

  • Completed ABCRC Registration Package   
    • Refundable initial deposit to be discussed with ABCRC (contingent on three-month sales forecast )
    • Signed Collection System Agent (CSA) Agreement
    • Signed CSA Agreement and any ABCRC inquiries to arstaff@abcrc.com

After completing all of the BCMB and AGLC requirements listed below, the company will be approved as a registrant.

Alberta Gaming, Liquor and Cannabis (AGLC) Requirements:

  • All AGLC requirements are to be met in order to obtain a Liquor Agency (LA) Number (alcohol) or Licensed Producer (LP) Contract Number (cannabis). The requirements can be found on the AGLC Website.

BCMB Requirements:

  • A SIMS Portal account
  • $60 non-refundable registration fee (fee information and payment instructions can be found in your portal account) Note: this fee does not apply to liquor agencies registering containers on behalf of alcohol manufacturers.
  • LA Number or LP Contract Number with AGLC

Closing Your Account

Before an account can be closed, your company must be compliant with BCMB and ABCRC requirements. This includes submitting all outstanding reports and remittances to ABCRC and paying all outstanding invoices (beverage container registration fees and/or non-compliance fees) to the BCMB.

*Please note that once an account is closed, if a company wishes to sell and/or distribute a beverage container in the future, you will be required to register as a new registrant and complete all registration requirements.

If your company is no longer selling and/or distributing beverage containers in Alberta you can either:

  • Keep your account open with the BCMB and ABCRC and remit zero sales to ABCRC monthly, as well as complete any documentation required by ABCRC to be compliant. This option allows for the possibility of selling and/or distributing beverage containers in Alberta  in the future, or;
  • Close your account with the BCMB and ABCRC by completing the form below, and sending it via email to registrations@bcmb.ab.ca
